David Levene was appointed as the inaugural Director of Innovation Greater Manchester in early 2025, drawing on his experience building public-private partnerships that deliver sustainable, inclusive growth.

His previous role was Director of the NP11 group of Northern Local Enterprise Partnerships, taking it from scratch to an influential partner in the emerging devolution landscape, spearheading the Convention of the North as a powerful, unifying voice of the North.

Having worked at senior leadership level in local government and with the private sector, David has a particular interest and expertise in using devolution, innovation, energy, transport, and housing policy to deliver better local places.
